– Hoàn cảnh lịch sử: Dấu mốc là ngày 21/ tháng 7/ năm 1954, Hiệp định Giơ-ne-vơ (hiệp định đình chiến) chính thức được kí kết sau 75 ngày tiến hành đàm phán giữa các bên tại thành phố Geneve (Thụy Sĩ). Nội dung Hiệp định tuyên bố chấm dứt chế độ thực dân ở Đông Dương, lập lại hòa bình trên toàn Đông Dương. Tháng 10 cùng năm, Bác Hồ cùng cơ quan đầu não của Đảng và Chính phủ rời chiến khu Việt Bắc để về thủ đô Hà Nội.
